Refined oil market management regulations and conditions
(1) Comply with the local gas station industry development plan and relevant technical specifications
(2) Have long-term and stable refined oil supply channels, and sign a refined oil supply agreement for more than 3 years with an enterprise qualified to operate refined oil wholesale operations that is commensurate with its business scale
(3) The design and construction of gas stations comply with corresponding national standards and pass the acceptance of land and resources, planning and construction, safety supervision, public security and fire protection, environmental protection, meteorology, quality inspection and other departments
(4) Have professional and technical personnel in refined oil inspection, measurement, storage and transportation, fire protection, production safety, etc.
(5) In addition to complying with the above regulations, floating gas stations (vessels) and shore-based gas stations (points) engaged in the supply and operation of marine refined oil must also comply with relevant regulations on ports, water traffic safety and prevention of water pollution, etc.
(6) For gas stations that only sell diesel for rural areas, the commerce department of the provincial people’s government may stipulate specific establishment conditions in accordance with these Measures
Things to note in the Refined Oil Market Management Measures
Refined oil operating enterprises shall operate in accordance with the law and the following acts are prohibited:
(1) Operating without a certificate or license, inconsistent with the license or operating outside the scope
(2) Gas stations do not use gas dispensers and other measuring instruments to refuel or do not use tax control devices in accordance with regulations
(3) Using a tanker that has not been calibrated or has exceeded the calibration period or does not meet explosion-proof requirements, tampering with the tanker without authorization, or using other means to deduct the fuel volume
(4) Adulteration, passing off fake as genuine, passing off inferior quality as good
(5) Selling refined oil products that have been eliminated by the state or have substandard quality
(6) Dealing in smuggled or illegally refined refined oil products
(7) Violating national price laws and regulations, driving up oil prices or dumping at low prices
(8) Other business activities prohibited by national laws and regulations
