The authenticity, legality and accuracy of the original vouchers are directly related to the quality of accounting information. When the accountant of each accounting unit accepts the settlement of various expenditures of the unit, it should conduct a preliminary review of the original vouchers in accordance with the administrative financial system and financial management regulations. Specifically include:
1. The authenticity and legality of the content of the original voucher. Review whether the contents of the original vouchers comply with relevant party and state policies and regulations, as well as budget management regulations and financial management systems. It is strictly prohibited to use "white notes" as offset against invoices. We have the right not to accept untrue or illegal original certificates.
2. Completeness and accuracy of original documents. The original voucher accepted by the accountant should have corresponding elements, that is, the official seal of the unit (or special seal for reimbursement), the signature of the fund approver, the signature of the handling personnel, and the purpose of economic business, etc. Original vouchers with inaccurate or incomplete records should be required to be corrected or supplemented.
3. The original voucher must be filled in in compliance with the regulations. The original voucher accepted should be written in accordance with the regulations and must not be altered. The upper and lower case amounts must match. Single-type vouchers need to be written with a blue-black ink pen; multi-part vouchers can be copied with a ballpoint pen and double-sided copy paper, and they cannot be written separately.

(a) After the expense reimbursement document is signed by the person handling it, it will be signed and confirmed by the head of each department.
(b) The manager of the finance department should strictly and carefully review all reimbursement expenses within one working day after receiving the reimbursement documents. If the reimbursement standards are met, the reviewer will sign the name and review date in the financial review column, and then the reimbursor will submit it to the general manager for approval.
(c) If the audited reimbursement document does not meet the expense standards or if there are other questions and the reimbursor is unable to provide a report approved by the general manager, the reviewer should return the reimbursement document.
3. Payment of expenses
(a) The reimbursor shall go to the cashier's office of the Finance Department to sign and collect the expenses based on the reimbursement form with complete approval procedures.
(b) Reimbursement expenses with a unit price of less than 2,000 yuan shall be paid by the cashier in cash.
(c) Reimbursement expenses with a unit price of more than 2,000 yuan shall, in principle, be paid by check by the cashier. In special circumstances, payment may be made in cash after approval by the finance department manager.
(d) If the reserve fund is borrowed before each expense is incurred, the cashier shall offset the reserve fund.
