Jilin Federation of Rural Credit Cooperatives was established on May 20, 2004. Authorized by the provincial government, it performs the functions of "service, guidance, coordination and industry management" for rural credit cooperatives in the province. It currently governs 29 rural commercial banks and 22 county cooperatives; it has 26,743 employees, 1,631 service outlets, and a customer base of 2.32 million households. It is the local financial institution with the most outlets, the widest service scope, and the greatest support for agriculture in the province.

Jilin Rural Credit Cooperative adheres to the strategic goal of "turning society into a commercial bank". Its business scale has grown rapidly, and its efforts to support agriculture have been significantly enhanced. As of the end of 2015, the province's rural credit cooperatives had total assets of 496.5 billion yuan, various deposits of 314.5 billion yuan, various loans of 193.5 billion yuan, total profits of 7.66 billion yuan, and total tax payments of 2.5 billion yuan. Total assets, deposit balances, loan balances, total profits, and total tax payments rank first among deposit-taking banking institutions in the province.
