Contents of hazardous chemicals safety management system
Hazardous chemical units shall establish and improve safety management regulations and safety operating procedures for major hazard sources, and take effective measures to ensure their implementation.
Hazardous chemicals units shall establish and improve safety monitoring and control systems and improve control measures in accordance with the following requirements based on the types, quantities, production and use processes (methods) of hazardous chemicals that constitute major hazard sources or the actual conditions of relevant equipment and facilities:
(1) Major hazard sources are equipped with uninterrupted collection and monitoring systems for temperature, pressure, liquid level, flow, composition and other information, as well as flammable gas and toxic and harmful gas leakage detection and alarm devices, and have functions such as information remote transmission, continuous recording, accident warning, information storage, etc.; Class I or Class II major hazard sources have emergency shutdown functions. Recorded electronic data will be kept for no less than 30 days
(2) Chemical production equipment with major hazard sources shall be equipped with automated control systems that meet safety production requirements; Class I or II major hazard sources shall be equipped with emergency shutdown systems
(3) Set up emergency cut-off devices for key facilities such as toxic gases, highly toxic liquids and flammable gases in major hazard sources; and set up leakage emergency disposal devices for facilities with toxic gases. Level 1 or level 2 major hazard sources involving toxic gases, liquefied gases, and highly toxic liquids are equipped with independent safety instrumented systems (SIS)
(4) Places or facilities where highly toxic substances are stored in major hazardous sources shall be equipped with video surveillance systems
(5) The safety monitoring and control system complies with national standards or industry standards
Precautions for hazardous chemicals safety management system
If any of the following circumstances occurs, the hazardous chemicals unit shall re-identify, safety assess and classify major hazard sources:
(1) The safety assessment of major hazard sources has been completed for three years
(2) New construction, reconstruction or expansion of devices, facilities or places that constitute major hazard sources
(3) Changes in the types, quantities, production, use processes or storage methods of hazardous chemicals, as well as important equipment and facilities, etc., affecting the level or risk level of major hazard sources
(4) Changes in external production safety environment factors that affect the level and degree of major hazard sources
(5) Dangerous chemical accidents resulting in death, or injury to more than 10 people, or affecting public safety
(6) Changes in national standards and industry standards related to identification of major hazard sources and safety assessment
