Contents of management measures for saving electricity
Electricity users shall, in accordance with the relevant provisions of these Measures, actively take measures to conserve electricity that are economically reasonable, technically feasible, and environmentally acceptable, formulate electricity conservation plans and consumption reduction targets, and do a good job in conserving electricity.
The feasibility study report of a fixed asset investment project should include special demonstrations on rational energy use such as evaluation of electricity conservation in power facilities. Among them, engineering projects with high power consumption should be evaluated by qualified consulting agencies.
The indicators for high power consumption are formulated by the electricity conservation authorities of the people's governments at the provincial level and above.
It is prohibited to produce and sell inefficient and high-power-consuming equipment and products that have been explicitly eliminated by the state. Inefficient and high-power-consuming processes, technologies and equipment that have been explicitly eliminated by the state are prohibited from being used in new construction or reconstruction projects; those currently in use should be stopped within a time limit and must not be transferred to others for use.
The power consumption indicators should be indicated on the instructions and product labels of electrical products. Encourage the promotion of electricity-saving products that have passed national energy conservation certification, encourage the establishment of energy service companies, promote the elimination and transformation of high-power-consuming processes, technologies and equipment, and disseminate electricity-saving information.
Measures to save electricity management
(1) Promote green lighting technologies, products and energy-saving household appliances
(2) Reduce power consumption and line loss rates in power plants and eliminate unknown losses
(3) Encourage waste heat, waste pressure and new energy power generation, and support clean and efficient combined heat and power, combined heat, power and cooling and comprehensive utilization of power plants
(4) Promote the economic operation mode of electrical equipment
(5) Accelerate the upgrading and transformation of inefficient fans, water pumps, motors, and transformers to improve system operating efficiency
(6) Promote high-frequency silicon-controlled voltage regulating devices and energy-saving transformers
(7) Promote AC motor speed regulation and energy-saving technology
(8) Promote specialized production of heat treatment, electroplating, casting and forging, oxygen production and other processes
