Article 1

Article 2

The catalog of hazardous chemicals is issued by the State Council's work safety supervision and administration department in conjunction with the State Council's industry and information technology, public security, environmental protection, health, quality supervision, inspection and quarantine, transportation, railway, civil aviation, and agriculture authorities, based on the identification of hazardous characteristics of chemicals. and classification standards are determined, published, and adjusted in a timely manner.
Article 3
The safety management of hazardous chemicals should adhere to the principles of safety first, prevention first, and comprehensive management, and strengthen and implement the main responsibility of enterprises.
The principal person in charge of a unit that produces, stores, uses, operates, and transports hazardous chemicals (hereinafter collectively referred to as a hazardous chemical unit) shall be fully responsible for the safety management of hazardous chemicals in the unit.
Hazardous chemicals units should meet the safety conditions required by laws, administrative regulations and national standards and industry standards, establish and improve safety management rules and regulations and job safety responsibility systems, and provide safety education, legal education and job technical training to employees. Employees should receive education and training, and work after passing the assessment; for positions with qualification requirements, personnel who have obtained corresponding qualifications in accordance with the law should be assigned.
Other matters of hazardous chemicals management system
Relevant departments that implement safety supervision and management of the production, storage, use, operation and transportation of hazardous chemicals (hereinafter collectively referred to as the departments responsible for safety supervision and management of hazardous chemicals) shall perform their duties in accordance with the following provisions:
