Contents of the Measures for the Supervision and Administration of Drinking Water Hygiene
The competent department of health and family planning of the State Council is responsible for the supervision of drinking water sanitation nationwide, and the competent departments of health and family planning of local people's governments at or above the county level are responsible for the supervision of drinking water sanitation within their respective administrative regions.
The Ministry of Housing and Urban-Rural Development of the State Council is responsible for the sanitation management of urban drinking water nationwide. The housing and urban-rural development departments of local people's governments at or above the county level are responsible for the sanitation management of urban drinking water within their respective administrative regions.
The state implements a health licensing system for water supply units and products related to drinking water hygiene and safety.
The state encourages the research, development, promotion and application of new products, new technologies and new processes that are beneficial to the health and safety of drinking water.
Health management
The drinking water supplied by the water supply unit must comply with the national drinking water hygiene standards.
After a centralized water supply unit obtains a business license issued by the industrial and commercial administration department, it must also obtain a health license issued by the health and family planning department of the local people's government at or above the county level before it can supply water.
Drinking water supply projects newly built, renovated, and expanded by water supply units must meet sanitary requirements. Construction and health administrative departments must participate in site selection, design review, and completion acceptance.
Elements of drinking water hygiene supervision and management measures
违反本办法规定，有下列情形之一的，县级以上地方人民政府卫生计生主管部门应当责令限期改进，并可处以20元以上5000元以下的罚款：
(1) Building facilities that endanger the quality and sanitation of water sources or performing operations that endanger the quality and sanitation of water sources in drinking water source protection zones
(2) Water supply for newly built, renovated or expanded drinking water supply projects without the participation of the health and family planning department in site selection, design review and completion acceptance
(3) The water supply unit supplies water without obtaining a health license
(4) The drinking water supplied by the water supply unit does not meet the national drinking water hygiene standards
