Article 1 Those engaged in express delivery business operations shall comply with these Measures.
Article 2 Express delivery as mentioned in these Measures refers to delivery activities that are completed quickly within the promised time limit. Article 4 Citizens' freedom of communication and communication confidentiality are protected by law. Article 5 The postal administration department of the State Council is responsible for the supervision and management of the national express delivery market.
Postal management agencies of provinces, autonomous regions, and municipalities directly under the Central Government are responsible for the supervision and management of the express delivery market in their respective administrative regions.
Postal management agencies below the provincial level established in accordance with the provisions of the State Council are responsible for the supervision and management of the express delivery market within their respective jurisdictions.
Article 6 The postal administrative department of the State Council, the postal administrative agencies of provinces, autonomous regions, and municipalities directly under the Central Government, and the postal administrative agencies below the provincial level (hereinafter collectively referred to as the postal administrative agencies) supervise and manage the express delivery market and shall follow the principles of openness, fairness, justice, encouraging competition, and promoting development.
