Contents of Land Reserve Management Measures
Article 1 These Measures are formulated to improve the land reserve system, strengthen land regulation, standardize the operation of the land market, promote the economical and intensive use of land, and improve the ability to secure land for construction.
Article 2 The term “land reserve” as mentioned in these Measures refers to the behavior of the land and resources management departments of municipal and county people’s governments to obtain land in accordance with the law and carry out early development, storage and supply of land in order to achieve the goals of regulating the land market and promoting the rational utilization of land resources.
The specific implementation of land reserve work is undertaken by the land reserve agency.
Article 3 A land reserve agency is an agency approved by the municipal or county people's government, has independent legal person status, is affiliated with the administrative department of land and resources, and is responsible for land reserve work within its own administrative region.
Article 4 The land and resources management, finance, local people's banks and other departments of the municipal and county people's governments shall perform their respective duties according to the division of responsibilities and cooperate with each other to ensure the smooth development of land reserve work.
Article 5 Establish an information sharing system. Land and resources management, finance, and relevant branches of the People's Bank of China at or above the county level must summarize and report information such as land reserves and supply quantities, reserve fund receipts and expenditures, and loan quantities to the competent authorities on a quarterly basis, and conduct information exchanges among departments at the same level.

The following land can be included in the reserve scope:
1. State-owned land recovered in accordance with the law
2. Acquired land
3. Land obtained by exercising the right of first refusal
4. Land that has gone through the approval procedures for agricultural land conversion and expropriation and completed expropriation
5. Other land acquired according to law
