Contents of the Measures for the Pre-sale Management of Commercial Housing
When a development and operation enterprise applies for the "Commercial Housing Pre-sale License", it shall submit the following certificates (copies) and information:
(1) "Business License" of the development and operation enterprise
(2) Approval documents or certificates for investment establishment, planning, land use and construction of construction projects
(3) Project construction progress plan
(4) Proof that the funds invested in development and construction have reached more than 25% of the total investment in project construction
(5) Commercial housing pre-sale plan. The pre-sale plan should describe the location of the commercial house, decoration standards, delivery date, total pre-sale area, property management after delivery, etc., and should be accompanied by a pre-sale master plan of the commercial house.
(6) If commercial housing needs to be pre-sold overseas, an approval document permitting overseas sales must be submitted at the same time.
