Public Service Law Examination
The spirit of "improving the ability of leading cadres to use legal thinking and legal methods to deepen reform, promote development, resolve conflicts, and maintain stability" will enhance the awareness of leading cadres and national public officials in our city to respect the law, study and use it, and further promote the in-depth work of governing the city according to law. After research, it was decided to organize and carry out law-study examinations for public officials in municipal units.
Exam instructions
1. Objects of the Law Study Examination
(1) Public employees on the payroll of municipal administration and public institutions (including vertically managed, central, and provincial-affiliated units);
(2) Public officials of Longyan Economic and Technological Development Zone (Longyan High-tech Zone) and Xialong Shanhai Collaborative Economic Zone;
(3) Cadres at the county (city, district) level.
2. Time arrangement for study and examination
(1) Study time is before September 20th.
This study and examination are mainly conducted through online learning. Each subject of the law study examination can log in to the "Longyan Law Popularization Network" website and click on the "Longyan Municipal Unit Public Servants Study Examination" window to study the study materials and practice questions for the law study examination on their own. . At the same time, the Municipal Law-based Governance Office compiled and printed the "Longyan City Public Officials' Law Study Book". All units are requested to submit their unit's "unit name, contact person, contact number, contact address and the number of people taking exams in the unit" before September 5, 2016. "Send it via email to the printing factory's mailbox: 2726777208@qq.com. The printing factory will distribute the test books by mail in proportion to the number of people taking the exam. Each subject of the law-study exam can log in to the "Longyan Law Popularization Network", click "Law-Study Exam", and download the electronic version of the "Longyan City Public Officials' Law-Study Reader" and related exercises.
(2) September 21st to November 20th is the online examination time.
3. Contents of the Law Study Examination
The key contents of the 2016 Public Servants Law Study Examination are: the national “Seventh Five-Year Plan” law popularization plan and resolutions, opinions on improving the system of law study and usage for state workers, party discipline and rules, interpretation of the spirit of the Central Poverty Alleviation Work Conference, national security law, and national defense education Law, Statistics Law, Charity Law, Anti-Domestic Violence Law, Trade Union Law, Fire Protection Law, Air Pollution Prevention and Control Law, Import and Export Commodity Inspection Law, Hydrology Regulations, Notary Law, Fujian Provincial Anti-Drug Regulations and Longyan Municipal People’s Congress and its Standing Committee Legislation regulations, etc.
4. Procedures for studying law exams
1． Log in to the "Longyan Legal Popularization Network" website: http://www.lypf.gov.cn/, click on the "Longyan Municipal Legal Education Examination for Public Employees" window, enter the examination interface, and answer the questions according to the prompts;
2. The exam lasts 90 minutes. After the exam is completed, click "Submit" and the computer will automatically generate scores. A score of 60 is considered a pass. If you fail the exam, you can log in again and retake the exam.
3． Exam question types: true-false questions (20 questions, 1 point each), single-choice questions (25 questions, 1.5 points each) and multiple-choice questions (15 questions, 2 points each), with a total score of 100 points.
5. Organizational Leadership

The Examination Affairs Office is composed of relevant personnel from the Cadre Education Section of the Municipal Party Committee Organization Department, the Assessment, Rewards, Punishment, Training and Supervision Section of the Municipal Human Resources and Social Security Bureau, and the Legal Publicity Section of the Municipal Justice Bureau. Comrade Zhang Jinwei, director of the Political Department of the Municipal Justice Bureau, also serves as director of the Examination Office.
6. Relevant requirements
1． All units must attach great importance to it, strengthen leadership, designate dedicated personnel to take charge, organize their own units, as well as affiliated units and subordinate units managed by departments to participate in the law-study examination on time, so as to ensure the smooth completion of the law-study examination for public officials. Before November 25, each unit shall submit the paper version (with official seal) of the "Registration Form for Legal Studies and Examinations of Public Employees of Municipal Units in 2016" (self-download) to the Office of the Municipal Leading Group for Rule of Law.
2. The Organization Department of each county (city, district) committee, Longyan Economic and Technological Development Zone (Longyan High-tech Zone), and the Party and Mass Work Department of Xialong Shanhai Collaborative Economic Zone should assist in notifying and organizing division-level cadres of the county (city, district) and the development District and economic zone public officials study law and take exams. Before November 25, submit the paper version (with official seal) of the county (city, district), development zone and economic zone's "2016 Law Study and Examination Registration Form for Public Servants of Municipal Units" (self-downloaded) to the city for governance in accordance with the law. 3． The examination results will be reported back to the Organization Department, the Human Resources and Social Security Bureau and the units where they are located by the Municipal Law-based Governance Office according to their cadre management authority. The results of the Law Study Examination serve as one of the important basis for the annual assessment and evaluation of public officials as well as promotion and promotion. Those who miss the exam or fail the exam should take the centralized make-up exam; those who miss the exam or fail the make-up exam will not be determined as outstanding in the 2016 assessment. The reference rate of each unit's law-study examination is one of the important basis for performance evaluation of municipal units' law popularization and legal governance work in 2016.
4. After the exam, a lottery will be held among the candidates to select a number of winners.
