Rural Credit Cooperative Institutional and Executive Administrative Licensing Application and Approval System

Since its establishment, the China Banking Regulatory Commission has put forward the regulatory concept of “managing legal persons, managing internal controls, managing risks, and enhancing transparency”. Putting "regulating legal persons" at the top of the regulatory concept shows that the CBRC attaches great importance to improving the effectiveness of the supervision of legal persons in the banking industry. In the past few years, there has been a lack of a standard, unified, and process-based application and approval system from top to bottom in terms of access to institutional executives. Heavy and complicated manual operations have not only wasted a lot of human and material resources, but also severely restricted the effectiveness of supervision. Therefore, how to innovate regulatory methods and transform traditional manual operations into efficient and modern computer processing, thereby more strictly controlling the market access of institutional executives and maximizing the effectiveness of regulatory work, has become the focus and top priority of current banking industry supervision.

Based on this, the author and the front-line personnel of the China Banking Regulatory Bureau developed the "Rural Credit Cooperative Institutions and Executives Administrative Licensing Application and Approval System" in accordance with the "Banking Supervision Law", the "Implementation Measures for Administrative Licensing Matters of Rural Small and Medium-sized Financial Institutions" and other relevant regulations and in line with the principle of "strict review, standardized operations, reducing costs, and improving efficiency". It aims to integrate human resources, save supervision costs, standardize supervisory behaviors, realize process-based and electronic management of the declaration and approval work of rural credit cooperatives' institutional executives, make the declaration and approval work of institutions and senior executives more scientific, efficient and standardized, promote the prudent operation of rural credit cooperatives, and fully improve the effectiveness of supervision work.
