Open Video Editor, select the appropriate video aspect ratio, click the "Import" option above to import the video file you want to add subtitles to, and drag this file to the timeline below. Then it defaults to the "Material" window bar. You need to click the "Text" option in the red box to find various styles of related subtitles.
