A construction project construction license is an approval document that the construction unit meets various construction conditions and is allowed to start construction. It is a legal certificate for the construction unit to carry out project construction, and is also one of the main basis for the registration of house ownership. Construction projects without construction permits are illegal construction and are not protected by law. When various construction conditions are complete, the construction unit shall go through the construction permit procedures with the construction administrative department of the people's government at or above the county level where the project is located and obtain the construction permit in accordance with the planned and approved construction projects. No one may start construction without obtaining a construction permit.
