由浙江省财政厅与阿里巴巴集团合作成立的政采云有限公司落地。平台旨在打造顺应政府采购改革要求和电商化采购趋势，以大数据、云计算为依托构建集网上交易、监管和服务于一体的云服务平台，是目前财政部唯一的“电子卖场采购”试点，定位为“全国政府采购信息化建设的基础设施项目”。今年5月,浙江省省长袁家军在政采云视察调研中给予了殷切期望，希望平台后续能面向全国、放眼全球，为中国再造一个“政府淘宝”。

The government procurement electronic transaction management system (government procurement electronic store) developed and constructed based on the unified "Government Procurement Cloud Platform" specifically includes three subsystems: online supermarket, online inquiry (electronic reverse auction), and agreement batch procurement.

(3) The agreement batch procurement system mainly serves general projects. On the basis of the agreed goods, the system automatically collects the needs of purchasers on a regular basis. After the batch is formed, the selected brand manufacturers conduct a second collective bidding, and determine the transaction brand goods according to the price or discount size, and then the local suppliers supply the goods. In this way, the advantages of efficient and independent agreement supply can be achieved, while the scale advantage of batch centralized procurement can be achieved, and the integration and complementarity of the two models can be achieved.
Purchasing units can flexibly choose various transaction models in electronic stores in accordance with the regulations based on the principle of "lower price, better service" to promote competition among suppliers and avoid inflated prices and low services due to rigid models.
