If the total production capacity and transportation capacity of the local industrial zone are higher than the demand for domestic sales, then there will not be any supply problems on the surface. But in extreme cases, if production capacity far exceeds shipping capacity, a certain proportion of goods will be stranded.

When the goods are produced, priority will be given to local needs (but no more will be given), and any excess will be exported. Goods "allocated" to local areas are actually equal to local demand. The above-mentioned goods detention applies equally to exports and locals. Therefore, the actual distribution of goods locally is less than the demand, so there is a shortage of supply.

For example: Suppose that in one day, the output of the industrial area is 5,000 and the demand of the commercial area is 1,000. Then ideally, 1,000 goods will be allocated to the commercial area, and another 4,000 goods will be exported. The demand of the commercial area will be exactly Satisfied.

But if traffic restrictions are added, the exit road of the industrial zone can only pass a maximum of 2,000 goods per day, then only 2,000 of the 5,000 goods produced by the industrial zone are actually effective, accounting for only 40%, and other goods are blocked on the road. The goods shipped out are distributed proportionally. The commercial area gets 1000 x 40% = 400 goods, and the exporter gets 4000 x 40% = 1600 goods. At this time, the needs of the commercial district cannot be met.

There are two solutions. One is to forcibly increase the export flow of the industrial zone to 5,000, so that 1,000 can be given to the commercial zone and 4,000 can be exported. But in fact we don’t want so many exports, there is no benefit, so we can actually dismantle some industrial areas and reduce the output to less than 2,000, and then the problem will be solved.
