Project permission classification

Decompose project management permissions into super permissions and ordinary management permissions. Super permissions can grant all permissions to all personnel, and ordinary management permissions can add people, but can only grant permissions to people with cascade authorization. This can achieve hierarchical control of project permissions. Typically, project planning permissions in planned tasks can be controlled by the PMO by default, and only task management permissions are given to the project manager, which ensures the controllability of the project plan.

Each permission has ordinary and cascading secondary authorizations. The ordinary authorization means that the user or role has the permission. If it is cascade authorization, it means that if the user has "project permissions", he can grant this permission to others, otherwise he cannot.
