Start Photoshop CS6 and create or open a picture as a background. Make sure the layer you want to animate is unlocked (the background layer needs to be unlocked by double-clicking).

Click Window on the top menu bar → check Timeline. The timeline panel will appear at the bottom of the interface, click the Create Frame Animation button in the middle (if the default is the video timeline, you need to click the menu in the upper right corner to switch to frame animation).
