Solution to garbled CSV files in Excel 2010

First, open the garbled CSV file with Notepad. You can see that the garbled characters are no longer garbled, but the format is missing. Then execute Save as a new file, change the encoding of UTF-8 to ANSI in the dialog box, and open it with Excel again after saving. You can see that the CSV is no longer garbled.
