The division of roads must have at least 3 levels.

1. Expressway, which is the main artery of urban highway traffic, is only responsible for the continuous passage of vehicles. Connect to low-level roads through ramps and do not directly enter the six-lane road.

​​ 2. Main roads are usually made up of large roads such as six-lane roads. Because they are multi-lane, they can separate/gather traffic in different directions and connect to lower-level roads. When planning, attention should be paid to leaving enough length between the expressway exit ramp and the first branch intersection to ensure road capacity.

The main responsibility of the main road is still vehicle traffic, so no divisions can be placed on both sides of the road, and no buildings that will generate a large amount of people or vehicles, including parks, schools, gymnasiums, and tourist landscape buildings, can be placed.

It can be placed in municipal buildings and basic service-providing buildings that do not generate a large amount of traffic, such as public security, fire protection, bus terminals, and subway garages.

3. Branch roads are responsible for community roads. Landscape buildings such as divisions and parks can be placed at this level.
