First, select the corresponding component library to download as needed. The picture below shows the downloaded component library file.

Then, start AD16, open Altium Designer, pay attention to "Library" on the right sidebar, and click:

Click "Library":

Copy the default path of the component library: C:UsersPublicDocumentsAltiumAD 10Library

Tip: The path may be different on different computers.

Open My Computer, paste it into the address bar, and press Enter to open the default storage path of the library:

Copy the component library we just downloaded. I use a lot of Atmel components and others are not commonly used, so I just copy the Atmel folder in the downloaded component library and paste it into the default storage path of the library.

Go back to AD, open "Library">>"Library" again, and click Install:

Select the folder you copied into (I chose Atmel here):

Click Open, select all components contained in the Atmel folder, and click Open.

That's it. We can see the Atmel component library we imported:
